The Kosovo Assembly has not been constituted even in the 45th attempt, as political parties continue to insist that they are right in their positions.
93 MPs participated in the July 11 session.
Abelard Tahiri from the Democratic Party of Kosovo has accused the chairman of the session, Avni Dehari - from the Vetëvendosje Movement - of violating the Constitution.
"This is unacceptable," Tahiri said from the Parliament podium, as Dehari requested that his microphone be taken away. Representatives of other parties have also made accusations against Dehari, and their microphones have also been taken away.
The Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK), the Alliance for the Future of Kosovo (AAK) and the Serbian List – the largest Serb party in Kosovo – refuse to propose a candidate for the formation of a secret ballot commission, arguing that the method of changing the voting is unconstitutional.
The Vetëvendosje Movement - winner of the most votes in the February 9 elections - is demanding that Albulena Haxhiu - proposed for Speaker of Parliament - be voted on only once through secret ballot and if she does not secure the necessary 61 votes, she will withdraw from the race.
She has not secured the necessary votes in several consecutive sessions that have been held with open voting. For some parties, she is a divisive and unacceptable figure.
Members of civil society have protested again in front of the Parliament building, calling MPs to account.
They were seen holding banners with the inscriptions: "Democracy is not just a procedure", "Circus of the Republic of Kosovo", "120 salaries, 0 responsibilities", and others.
The parties continue to fail to find a compromise, even though the deadline set by the Constitutional Court for the constitution of the Assembly is approaching.
Although the court has set July 26 as the deadline for constitution, it has not provided further details on what happens next if the parties do not reach an agreement by then.
Kosovo President Vjosa Osmani met with representatives of political parties a few days ago, in the hope of finding a solution, but the situation has not changed.
