The members of the Kosovo Assembly have failed for the 41st time in a row to constitute the ninth legislature of the Assembly that emerged from the February 9 elections.
The chairman of the session, Avni Dehari, put the secret ballot committee to the vote again, which again failed to be established.
Of the 99 deputies present, 54 voted in favor, none against, and no abstentions.
PDK, LDK, AAK and Nisma, as well as the Serbian List, have been refusing since May 1 to propose members for this commission that would oversee a secret ballot for the new speaker of parliament.
Representatives of these parties took to the podium, urging the chairman not to violate the Constitution. However, they were denied access to the microphone because they did not provide names for members of the commission.
The next failure came after the meetings held yesterday and today by the country's president, Vjosa Osmani, with party leaders with the aim of overcoming the institutional crisis.
Osmani said that yesterday he called on leaders to "in the spirit of cooperation and trust, as well as for the benefit of civic and state interests, as soon as possible, but in any case within the 30-day deadline" set by the Constitutional Court, to reach an agreement on the way forward for the constitution of the Assembly.
However, these meetings did not yield any results today.
Before today's session, there was another protest from civil society representatives with calls for a way out of the impasse.
Ehat Miftaraj from the Kosovo Law Institute said that civil society organizations are asking political parties to "find a solution, to compromise."
He said that they hope that there will be reflection and that the chairman of the constitutive session, Avni Dehari, "will not continue to violate the Constitution."
On June 26, the Constitutional Court issued a ruling obliging the members of the Assembly to constitute the Assembly within 30 days. (A2 Televizion)
