The dialogue with Serbia is one of Kosovo's most important processes, as the results there are also holding up the path towards membership in Euro-Atlantic processes as well as new recognitions.
Despite its importance, the candidates for prime minister in the February 9 elections and the political parties spoke very little about it, also for the simple and well-known reason in Pristina that "dialogue does not bring you votes."
In the report of organizations that monitored the "Democracy in Action" campaign, dialogue was the 14th topic discussed in meetings on only 92 occasions in a month of campaigning, writes A2 CNN.
The Vetëvendosje Movement in its "New Programs and Commitments" for the Kurti 3 Government does not mention the dialogue anywhere. It talks about aspirations and goals for membership in the European Union and NATO, but without stopping negotiations with Serbia.
Currently, Prime Minister Albin Kurti has set three conditions to unblock the process, which are the signing of the 2023 Brussels Agreement and the Ohrid Annex, the withdrawal of former Prime Minister Ana Brnabić's letter, and the surrender of Milan Radoić.
PDK's candidate for prime minister, Bedri Hamza, who is confident that he could be the one to form the next government with opposition parties, has a clearer plan for dialogue.
The program states that Kosovo will remain committed to respecting and implementing the obligations arising from the signed agreements.
"Within the first three months of government, we will carry out a complete restructuring of the dialogue process. This includes the democratization and institutionalization of Kosovo's representation, the adoption of a clear platform in the Kosovo Assembly, and the creation of an inclusive representative structure," PDK's plan for the dialogue.
PDK pledges to demand that the European Union's role in the dialogue shift from facilitation to active mediation, always in cooperation with the US, so that the process ends with a sustainable and legally binding agreement, writes A2 CNN.
"A clear goal must be set in this process. We will work so that by 2026, Kosovo and Serbia reach a comprehensive and legally binding agreement, which will include mutual recognition of statehood," PDK's plan for the dialogue.
The Democratic League of Kosovo also says that in order to open the doors to the Euro-Atlantic path, Kosovo must engage in the process of political dialogue with Serbia. The LDK recognizes Kosovo's obligations in all its agreements.
"Our commitment will remain within the implementation framework of this agreement, with all its integral parts, including the Constitutional Association, making no compromise with the Constitution of the Republic of Kosovo, the territorial integrity of Kosovo and the unitary character of our state", the LDK program for the dialogue.
The conclusion of the dialogue with Serbia with mutual recognition and integration into the European Union and NATO has been an important point in the AAK program, which aims to be part of the government with the PDK.
"Kosovo must demolish the foundations of autonomy for Serb-majority municipalities that the current government has established through its actions or inactions. Kosovo will conclude the dialogue and return to a comprehensive and binding agreement with mutual recognition," AAK's plan for the dialogue.
Kosovo and Serbia have been in dialogue to normalize relations since 2011 when the UN gave the European Union the role of mediator. (A2 Televizion)
