Domestic violence and property problems: About 6 thousand citizens in need

"They didn't give us problems with the stock exchange, we tried with papers and still didn't succeed."

Non-granting of scholarships, delays in economic aid, problems with ownership and even cases of domestic violence. These are the problems that citizens, especially in rural areas, encounter, but cannot find a solution for because of the impossibility of pursuing them in legal ways.

 "The papers have been completed and the scholarships will not be withdrawn. I live alone with a warehouse with 4 children, I am separated. They have helped me a lot in how to deal with letters."

"I lost my years of work when I collected them, it didn't take me 15 years and I got 100 thousand ALL. I came here, it helped me, it solved my problem."

"Coordination between institutions at the local and central level to enable us to have fewer barriers and more opportunities to live with dignity. We do not need anyone's mercy, we seek those that are sanctioned."

A good part of different categories of citizens who have insufficient income or who belong to a specific category in need have solved their cases through the Primary Legal Aid Centers in the districts.

"From the moment the Pukë legal office was opened, 29 citizens have applied, mostly women who experience domestic violence. Civil and administrative matters dominate more", says Artur Murra, Pukë Lawyer.

"There have been more than 200 such cases in Malësia e Madhe and Shkodra, and we help them with the applications you need", says Xhenjola Sulejmani, Shkodra Lawyer.

About 20 such centers in Albania established through the project financed by the Austrian government and implemented by UNDP together with the Ministry of Justice, have provided the necessary assistance at no cost.

"Not only for the legal center in Pukë, but also the centers that have been opened on the basis of the organization of the courts, such as in Tropoja, Laç, Kavajë, Përmet, etc., are very close to the community", says Ergys Qirici, Directorate of Legal Aid.

"Free legal aid is not a privilege, it is a right and should be offered to citizens who are unable to get a lawyer, here at the office they can find one", emphasizes Nora Kushti, UNDP representative.

In 11 months, about 5776 cases were reviewed and 808 court decisions were made by the free Primary Legal Aid centers throughout Albania.
