The Ministry of Defense has drafted a new law “On State Material Reserves.” This with the argument that the 2008 legal basis does not respond to developments within and outside the country.
Albania will amend the law on state material reserves. With the argument that the 2008 legal basis does not respond to developments inside and outside the country, the Ministry of Defense has drafted and submitted to the parliament the new draft law "On State Material Reserves".
"The draft law aims to adapt the legislation on state material reserves to the legal changes made in the field of civil protection, infrastructural reorganization according to medium-term strategic plans, updating and supplementing capacities by taking into account changes in population numbers, demographic movements, as well as possible needs in situations of war, state of emergency, state of natural disaster and civil, local and regional emergencies."
A report by the Supreme State Audit Office showed that there was not a single kilogram of wheat and not a single liter of water or fuel in the state reserves at the end of 2023. In an audit report titled “State Material Reserves at the Service of the Citizen,” the Supreme State Audit Office shows that although the minimum reserve quantity of wheat should have been 300 tons, 100 thousand liters of fuel and 3 thousand liters of water, there were none of these products in the warehouses.
"Based on the problems encountered during the implementation of the current law during unusual situations, the draft law aimed to address and provide solutions to the mechanisms for the replenishment, distribution, refreshment and maintenance of goods, for the implementation of which new by-laws are expected to be drafted. In order to address all the above-mentioned needs, it was considered reasonable to draft a new draft law, as the need for intervention affected over 70% of the content of the current law in force."
According to the State Control, the situation was mainly due to the overlapping of competencies between the institutions that administer the State reserves. The government has meanwhile determined that the budget for the state's material reserves will be 163 million lek per year until 2027. (A2 Televizion)
