Dobraçi massacre, SPAK still without charges for the two surrenderees

SPAK has not yet officially communicated the suspicions and charges against citizens Izmir Sakica and Samuel Troshani, as suspected perpetrators in the quadruple murder of Arlind Bushati, Hamza Lici, Bashkim Basha and Flutura Basha, which occurred in Shkodra on October 30, 2024.

Sakica and Troshani surrendered to the local police of Shkodra a day ago as they are also suspects in the incident of June 3 last year. These two people, along with 5 other friends of theirs, were involved in a conflict with citizens Alban Bruçi and Vladimir Bruçi, father and son, writes A2 CNN. The latter was hit with hard objects. The entire dynamics of the incident is in a video available to the police. Izmir Sakica's father, Edmond Sakica, had argued with citizen Vladimir Bruçi a few minutes earlier about a parking issue. Then 7 people went to the "Rus" neighborhood, threatening him with weapons and beating Vladimir Bruçi with fists and hard objects, an incident for which they were declared wanted.

Sources close to the parties inform A2 CNN that the two direct conflicting parties, Sakica and Bruçi, ended their fight by shaking hands with each other about two months ago. After reconciling, Sakica and Troshani, as two of the wanted persons, surrendered themselves. These two citizens told the police how the conflict with Bruçi occurred and the fact that they have now reconciled with the other party, and they claim that the weapons seen in the video that the police have are not original but fake weapons.

Regarding the most recent incident of August 23 last year in Bushat, citizens Izmir Sakica and Samuel Troshani, who were in an armored vehicle with Safet Bajri and who were shot, have previously been to the Shkodra police and have stated that they were the victims in that case. These two citizens stated that they were shot by several people who, according to the police, are the Prendi brothers.

At the time Sakica and Troshani reported to the police for the Bushati incident, at that time they did not yet have an arrest warrant for the conflict in “Rus” with Bruçi. The arrest warrant for the incident in “Rus” was signed by the prosecution at the end of last year and it is suspected that in addition to the Prendi brothers, Izmir Sakica, Safet Rustemi and Samuel Troshani were also shot by the armored vehicle in which they were. The latter is suspected of having retaliated with a pistol in that incident, which is linked as a file to the murder case in Dobraç on October 30, which is being investigated by SPAK.

Meanwhile, so far the two young men have only been informed of the suspicions against them for the criminal offenses of "murder", committed in collaboration and attempted, "unauthorized possession of weapons", "threatening" and "intentional light injury".

Izmir Sakica and Izmir Troshani have not yet been charged with any other charges for past events such as the October 30 murder with four victims. In this file that SPAK has passed on shortly after the event, these two citizens Sakica and Troshani are suspected of participating in that serious crime. SPAK suspects that Sakica is one of the executioners and that Troshani was on the four-wheeler that was found burned a few minutes later in a nearby village.

Despite this and the fact that they have surrendered for another incident, so far SPAK has not yet communicated any charges against these two citizens for their suspected involvement in the murder of October 30. This is expected to happen in the coming days after Izmir Sakica and Samuel Troshani are informed of the re-evaluation security measure at the first instance court in Shkodra for the June 3 incident in the "Rus" neighborhood.
