The blue uniforms indicate that Ergest Hoxha, who stabbed 24-year-old Kiq Muzhaqi in the arm, has been handcuffed.
Army officer Ermal Muzhaqi was also arrested, who was in the vehicle with his wounded brother and intervened by shooting Hoxha.
