The session of the Constitutional Committee of the Parliament of Montenegro was interrupted for a few minutes on Tuesday after an incident, when a smoke canister was activated in the hall. This moment happened during a tense debate between the opposition and the government regarding the fulfillment of the conditions for retirement of three judges of the Constitutional Court. The discussion also included the issue of whether to announce a public call for the election of their successors. The opposition described as a constitutional coup the Board's decision to declare that these judges have met the conditions for retirement, while the government defended it as a legal action.
After the incident with the smoke canister, the Commission continued its work and decided to publish an announcement for the election of two new judges for the Constitutional Court, who will be elected by the Assembly. Also, it was discussed that the president of Montenegro, Jakov Milatovic, should publish an announcement for two more judges, who will be chosen by himself.
At the end of the session, the speaker of the Assembly, Andria Mandić, demanded the dismissal of a judge of the Constitutional Court, Dragana Gjuranović, a decision that was met with calls of "treason" by the opposition. After that, Daniel Živković, leader of the Democratic Party of Socialists (DPS), announced that a constitutional coup had taken place in the Montenegrin Parliament, saying that this action was aimed at creating a Constitutional Court that would function according to the instructions of the parliamentary majority. .
Živkovic asked the special prosecutor and the supreme state prosecutor to investigate the activities of those who, according to him, had carried out the constitutional coup, mentioning the responsibility of Prime Minister Milojko Spajić and the Speaker of the Assembly Andrija Mandić for this situation.
