"I expect swift action and really clear decisions," the Latvian prime minister said as she arrived at the urgently convened summit.
According to foreign media, Evika Silina welcomed proposals to increase defense spending across the EU, but said the increases should come quickly.
With the US halting all aid to Ukraine, European leaders have moved to increase their defense budgets in order to help bolster Kiev's front lines.
"It is a good opportunity for Ukraine to achieve peace, but peace through force," Silina added. "Without force there will be no long-term peace," she said, according to A2 CNN.
Latvia spends 2.45% of its GDP on defense and, along with the other Baltic states (Estonia and Lithuania), has been a vocal supporter of Ukraine.
She stressed that what happens in Ukraine directly affects the security of her country and the rest of Europe.
"For the Baltic states, we really need to move forward very quickly, because we are frontline countries and we are already spending a lot of our budget on protecting the border of Europe... because we are the border of NATO," she concluded, writes A2 CNN. (A2 Televizion)
