The unjustified delay in the process of counting the votes of candidates for deputies in the Municipal Centers has been assessed as a direct failure of the Central Election Commission to implement the legal deadlines. This is what Aolta Bajrami, a researcher at the network of non-governmental organizations, AVONET, said. 

“Technical problems in the electoral software paralyzed the process and increased citizens' uncertainty about the credibility of the elections. Our monitoring has also revealed the lack of training of commissioners and counting staff. In most of the monitored centers, our observers reported that the commissioners did not have basic knowledge of counting procedures. The division of their responsibilities and roles was unclear, in some cases our observers intervened to clarify the CEC rules. This situation is unacceptable,” says Aolta Bajrami.

She has placed the main responsibility for the lack of proper training on the CEC, raising the alarm that this is jeopardizing citizens' trust in the electoral process.

"The CEC should implement an emergency plan to immediately resolve the technical problems that have blocked the system. For the next elections, it should organize detailed training so that this situation does not repeat itself. We will continue our monitoring and demand accountability from the responsible institutions, democracy is care and vigilance," adds Bajrami.

While adding that if this pace of delays in Municipal Counting Centers for votes for deputies continues, he said that the process could last more than a week. (A2 Televizion)
