Kurti gathers ministers, government with limited powers

The current government of Kosovo is officially in “caretaker” status after having completed its full 4-year mandate. 

On the very date when he held the first working meeting for his government 4 years ago, Kurti once again gathered ministers, boasting about the achievements and successes of the government cabinet.

Focusing on each area, Kurti said that they are the most challenged government but that they have served for the good of the citizen and the interest of the state.

"In the face of the pandemic, in the face of energy crises and inflation caused by the war in Ukraine, despite the obstacles and frustrating delays with opposition complaints to the Constitutional Court that blocked many things, including the price ceiling for basic products, despite paramilitary and terrorist attacks and Serbia's continued attempts at destabilization, and above the loud noise of the evening television debates, our government has achieved extraordinary results," said Kurti.

As the acting government, the executive is now limited to proposing draft laws, appointments, approving strategies or concept documents, and other issues.

"The government just needs to maintain this logical flow so that there is no crisis and also not to allow any political deadlock, but it only makes decisions in exceptional situations, something that the Government of the Republic of Kosovo should not exceed, but it must be careful so that its decisions are not equivalent and the same as the decisions that the government had the authority to make during the exercise of its full mandate," said Melos Kokshi, IKL.

A clash between constitutional articles on the day when the mandate of the deputy begins, at the moment of certification of the result or on the day when he is sworn in at the first constitutive session, has raised the question of when ministers should resign to preserve the mandates of the deputy won on February 9.

"The Kosovo Institute for Justice, regarding this issue and this discrepancy, assesses that a logical flow should be followed so that this logical flow implies that the deputy should receive the mandate on the day of the constitution of the Assembly of the Republic of Kosovo because from that day the responsibilities as a deputy of the Assembly of the Republic of Kosovo, salary, and competencies flow."

Deputy Prime Minister Besnik Bilsimi and Minister of Infrastructure, Liburn Aliu, who did not compete in the elections at all, are only two of the 18 members of the government cabinet who have not won the mandates for deputies. (A2 Televizion)
