Kosovo, suspected of abuse of office, indictment filed against Minister Fikrim

The Special Prosecution Office has filed an indictment for abuse of position against the Minister of Regional Development of Kosovo, Fikrim Damka, and the acting secretary of this Ministry, Besim Kamberaj.

Prosecutors accuse Damka and Kamberaj of causing damage to the Kosovo budget worth around 1 million euros.

According to a statement on Friday, Damka and Kamberaj are accused of exceeding their legal powers with the aim of obtaining material benefits for two non-governmental organizations, Germin and Swiss Caritas, during the period between August 16, 2021 and March 24, 2022.

Prosecutors accuse them of acting in violation of the Law on International Agreements and Procedures for Public Financing of NGOs, and in violation of the Ministry's powers, when they exceeded the limits of the possibility of financing NGOs from public funds, "by financing the mentioned organizations without organizing a public call."

"There is a well-founded suspicion that the defendants have caused damage to the Kosovo budget in the amount of 1,040,000 euros," the announcement states.

The prosecution said it is up to the Basic Court in Pristina to, after the conclusion of the judicial review, find the defendants guilty and impose a fine and effective prison sentence on them.
