Kosovo risks entering a political impasse if the elected deputies fail to constitute the ninth legislature of the Assembly of Kosovo by the end of April.
This is what researcher Naim Jakaj tells Kosova Press. According to him, the problem of 2014, the period when the country entered a political blockade for 6 months, could be repeated.
"The constitutive session was called on April 15. This was also called within the constitutional deadline, within 30 days from the date of certification of the parliamentary elections, which means that the last date that the Assembly would have to conclude such a process would be April 27. By this time, it is reasonable for the Assembly to be constituted and complete the constitution process, even though April 15 was the date that it should have been completed. But, let's take the last date of April 30 as an example. After this date, the Assembly and Kosovo enter a political impasse that is unknown how it will end. Not voting on the report of the Temporary Committee for Verification of the Quorum and Mandates is an insurmountable path to getting to the oath of the deputies," Jakaj said, according to A2.
Two previous attempts to constitute the Assembly failed, with parties that were previously in opposition insisting that members of the incumbent government formally resign before being sworn in as MPs. For the incumbent Prime Minister, Albin Kurti, this is not necessary.
The chair of the session, Avni Dehari of LVV, invited political parties for consultation on Thursday and then interrupted the session, saying that “there was no consensus” on how to proceed. Jakaj emphasizes that the chair of the session is not obligated to call a consultative session outside the plenary hall and that there was a violation of procedures.
"The chairman of the session is not obliged to call a consultative session outside the plenary hall on issues related to the constitution of the Assembly. There is a report of the temporary committee that has failed. The same report should be put to a vote again by the same temporary committee and move on. Just like in 2014, when there were problems with the constitution of the Assembly, the time period of this impasse has gone up to 6 months. Such a situation may be repeated again. Now it may happen even for months longer than that period in 2014. Because at that time we had a decision that was produced, signed and sent to the Constitutional Court. Now, there is no decision on what to send, consequently there will be no possibility to proceed, to assess the constitutionality or legality of such a decision", stressed Jakaj.
PDK, LDK and AAK criticized the Vetevendosje Movement for the failure of the session, which, according to them, is being held for "political bargaining". (A2 Televizion)
