The Brussels Agreement marked its second anniversary without any extraordinary progress and far from expectations as a deal that would bring normalization of relations between Kosovo and Serbia.
This agreement, which preceded the Ohrid annex that was signed in March 2023, was trumpeted as a success by the mediator, the European Union.
Serbia and Kosovo have continuously accused each other of violating the agreement, and the European Union has been powerless to address concerns raised along the way, writes A2 CNN.
"Both sides almost agreed in principle that it is better for this agreement not to be made than for it to be made because we have had no further movement," said Arbnor Sadiku, an expert on international relations.
Serbia chose to reject the agreement through a letter from former Prime Minister Ana Brnabić or when it lobbied against Kosovo's membership in the Council of Europe. Also, during this time, several attacks have occurred in the north, including Banjska and the attack on Ibër Lepenc, which Pristina blamed on Belgrade. On the other hand, Kosovo has been criticized for the lack of concrete initiative to establish the Association of Serb-majority Municipalities. Two years later, the European Union has a new foreign policy chief and the name of the representative for dialogue has changed. Kaja Kallas and Peter Sorensen have replaced Josep Borrell and Miroslav Lajčak. With new geopolitical developments, it is not foreseen that if the parties refuse to respect the obligations, then there will be other alternatives.
"The new compromises could be to implement this Brussels agreement and the Ohrid annex and at the same time we could return to the topic of border correction or to some new option that may be unclear since it has not come to the negotiating table," says Sadiku.
The German Embassy said a day ago that Serbia and Kosovo have reaffirmed their commitment to the Brussels and Ohrid Agreements in the context of the EU Growth Plan and that they expect full implementation of the obligations. (A2 Televizion)
