Kosovo President Vjosa Osmani called on Thursday for the strengthening of defense capacities at a time when, as she said, hybrid attacks continue to be a real challenge to national stability.
She made these comments during a conference organized by the Ministry of Defense on the topic "National Resilience - Challenges and the Way Forward", during which she emphasized that security does not only mean the absence of threats, but the ability to face various challenges.
"In a world where hybrid threats are becoming increasingly sophisticated, economic sustainability is equally important. Protection from hybrid attacks is also imperative. Our country must invest in improving critical infrastructure and developing a sustainable economy with a special emphasis on energy security and the protection of important systems," she said.
President Osmani said that in this regard, continued investment in armaments and military personnel is essential for security.
"Kosovo has shown that it has constantly been and is a factor of stability and peace in the region. But security is not a static state but a continuous effort. We must build a stable national culture where each of us is aware of the role, protection and strengthening of our state," she said.
The Director of the NATO Liaison Advisory Team in Kosovo, Brigadier General Christian Nawrat, said that to become a sustainable society, civil and military authorities must create capabilities for identifying, assessing and dealing with hostile information.
"The ability to communicate with speed, accuracy and truthfulness is the key to resilience in times of peace and chaos. If you don't tell your story, someone else will tell it for you," he said, underlining the importance of cooperation between all parties in Kosovo.
"Building effective resilience through civil preparedness requires active engagement, not only from government, but also from the private sector, which owns much of the critical infrastructure for essential societal and military functions. Collaboration with both the military and civil society sectors is a way forward," he said.
