President Osmani: The establishment of the Kosovo Assembly within 30 days is an

Kosovo President Vjosa Osmani said after the second day of consultations with parliamentary parties that the constitution of the Assembly within the 30-day deadline set by the Constitutional Court is "an obligation and not an option."

Osmani reiterated her call for parliamentary party leaders to "as soon as possible" find a way out for the constitution of the Assembly, the Presidency said in a statement after the meeting on Thursday.

Kosovo is still without new institutions four months after holding parliamentary elections, as MPs have failed to constitute an Assembly of a political agreement, given that no party has won the majority to govern alone.

The Constitutional Court of Kosovo issued a ruling on June 26, which obliges MPs to constitute the Assembly within 30 days – that is, by July 26.

On the second day of the consultations, Osmani hosted a meeting with the co-chair of the Guxo party, Faton Peci; and the chair of the Alternativa party, Mimoza Kusari-Lila.

Peci said that he calls on all political parties "to call upon reason, to call upon common sense and to enable the election of the Speaker of the Assembly and its constitution."

"Only in this way will we be able to have a government within 15 days," he said.

Osmani also met with representatives of parties from non-majority communities: the leader of the Serbian Party for Freedom, Justice and Survival, Nenad Rašić; the leader of the Turkish Democratic Party of Kosovo, Fikrim Damka; the leader of the New Democratic Initiative of Kosovo, Elbert Krasniqi; the leader of the Social Democratic Union, Duda Bale; the leader of the New Democratic Party, Emilija Rexhepi; the leader of the Gorani Unique Party, Adem Hoxha; the leader of the United Roma Party of Kosovo, Albert Kinolli; and the leader of the Democratic Party of Bosniaks, Rasim Demiri.

A day earlier, Osmani held meetings with the leaders of the main parties: the leader of the Vetëvendosje Movement, Albin Kurti; the leader of the PDK, Memli Krasniqi; the leader of the LDK, Lumir Abdixhiku; and the leader of the AAK, Ramush Haradinaj.

After the meeting, Kurti said that he will commit to the constitution of the Assembly.

"We discussed it at length, we mentioned all the constituent elements... Madam President will also have meetings with other political representatives. Maybe in the end we will be able to see if we have made progress," Kurti said.

Meanwhile, representatives of other major parliamentary parties, in separate meetings with President Osmani on Wednesday, have reiterated the request for an open vote to elect the Speaker of the Assembly.

Despite 41 attempts, the elected members of the Kosovo Assembly have not yet managed to constitute the legislative institution.

The process has stalled on the appointment of the speaker and deputy speakers of the Assembly - with Vetëvendosje demanding a secret ballot, after its candidate Albulena Haxhiu did not receive the necessary 61 votes in an open vote - but other parties oppose such a method of voting.

Only after the constitution of the Assembly can the new government be formed.

Parliamentary elections were held on February 9.

Vetëvendosje came first, winning 48 seats, 13 short of the minimum 61 needed to form a new government on its own. PDK came second with 24 seats, LDK third with 20, AAK-Nisma 8 and Lista Srpska 9./ REL (A2 Televizion)
