Drinking water supply and waste management can be granted by concession. The government has paved the way for reaching possible agreements between local government institutions and private companies in the draft law "On the sector of drinking water supply, removal, collection and treatment of urban wastewater".

"Giving with a concession, or with a public-private partnership agreement, the services of drinking water supply, removal, collection and treatment of urban wastewater is done in accordance with the law on concessions and public-private partnership and by-laws, which define relevant requirements and procedures."

The legal initiative launched for Public Consultation also specifies the conditions that must be fulfilled, before the services are granted by concession to the companies that express interest.

"The relevant feasibility study carried out by the relevant local self-government unit for granting a concession, or through a public-private partnership agreement, is approved in principle by the ministry responsible for infrastructure and ERRU, within 3 months of its submission. Only after receiving approval, according to point 2 of this article, the local self-government unit continues with the procedures provided for in the law on concessions and public-private partnership."

Especially the drinking water supply service suffers from financial problems that keep coming and increasing. For this reason, even last year, a reform was undertaken that brought together 15 of the 58 water supply companies in the country. (A2 Televizion)
