Six employees of the Devoll Municipality will face justice. The Korça Prosecutor's Office has closed the investigations into a tender of this institution, concluding that both the procedures for receiving and storing goods and equipment, as well as their removal from storage and use in various works by the accused, were fictitiously carried out.
“The Prosecutor's Office at the Court of First Instance of General Jurisdiction, Korça, completed the investigations and sent to trial six people, employees of the Devoll Municipality, accused of the criminal offense 'Forgery of documents' provided for by Article 183/3 of the Criminal Code. Within the framework of the investigations of criminal proceedings no. 326 of 2023, the prosecutor's office concluded that citizens GK, with the position of Director of the Utility, Community and Administrative Services Agency, AC, Head of the Services Sector at the Public Services Agency, KM, Head of the Transport Sector at the Public Services Agency, EN, Storekeeper in the Financial Management Sector, and H.Ç. and JB with the position of drivers, have committed the criminal offense for which they were accused.”
They are accused of the criminal offense of 'Forgery of Documents' and the prosecution has proven that they cheated with fuel and road paving materials.
"These citizens were reported by citizen BN, for the procurement procedure with the object of purchasing goods and construction materials for the needs of the Devoll Municipality. The complainant denounced that after the procedure was completed, the winner was announced and both the procedures for receiving and storing the goods and equipment, as well as their removal from storage and use in various works by the municipality employees, were fictitiously carried out. From the investigations and the examination of the video footage, the prosecution confirmed that the vehicles that were supposed to transport the materials, did not move either in the entry or exit, for the entire period completed for the transport of ballast, waste for filling, as presented in the travel sheets and the situations of the works for the transportation of this construction material.
As above, in the analysis of the conclusions it resulted that the vehicles do not justify the expenses in terms of the fuel used, but also the routes they have made for the transport of gravel for road paving. The vehicles do not move at any time from the warehouse for the entire given period and in the meantime expenses have been documented in terms of the use of fuel and the transport of materials, which was not actually carried out with this vehicle. They do not justify the expenses incurred and reflect false data in terms of the routes they have made for the transport of materials for the arrangement of roads.
In conclusion, the Korça Prosecution Office clarifies that the responsible persons who signed the travel documents by reflecting false data in them have committed elements of the criminal offense of "Forgery of documents". (A2 Televizion)
