The action of the Durrës Territory Protection Inspectorate for the release of a public space, which will be used as a passageway by the residents of the area, has turned into a "disagreement" between the two families of Kapllani and Shaba in the village of Romanat.
The Kapllani family claims that the IMT and the Durrës municipality are seeking to seize the property inherited from them for many years with the two interventions they carried out in July 2024 and January 2025 and for this reason they have addressed the court and SPAK.
"We have autochthonous property, inherited from many generations and benefited from the laws in force. In the month of June, Durrës municipality and IMT came unannounced opening a new road, without having a regulatory plan, without having a budget approved by the municipality simply to satisfy the interests of some individuals here of the SP. We reported them all to SPAK. After that, the works were stopped for some time, after we made the denunciation in the media, then as a revenge, yesterday, with the beginning of the first day of work for 2025, they came directly here with the fadroma, they made a fool of themselves in our property", he says. citizen Vladimir Kapllani, writes A2 CNN.
Through two official letters, IMT has notified the Kapllani family of the interventions it would carry out, in order to open the road for the residents of the village to pass, since according to the inspectorate, the land through which the new axis will pass is state land. The road through which have passed for many years, the inhabitants of this village are claimed by the Shaba family through a mortgage document of 2013.
"IMT has said that this here is state land, while this is private land, I have donated it from my mother and father. These letters were made in 2013. We made a request as a neighborhood that we want the road, where the law 7501 passes", - explains the head of the family Xheladin Shaba, writes A2 CNN.
While the Kapllani family talks about overlapping properties in the mortgage.
"The Shaba family has registered a certificate of initial registration and according to the file I have, it is with forged papers and creates an overlap, because they registered the land of the village, the neighborhood and turned it into agricultural land, they also made an overlap on my land ",- says Vladimir Kapllani.
The conflict between the two families has penalized the other residents of this rural area for a long time, as one of them confesses.
“We're passing by because I have a house down there. These gentlemen play with us, sometimes they take us up, sometimes they take us down. This gentleman has built a house here and says I have the papers. The other one says I have the papers, we need to get a helicopter to cross. I came here in 1996 and I crossed this road that the Shaba family says they own".
The intervention of the IMT in the village of Romanat started on Monday, during which members of the Kapllani family, who opposed the said action, were accompanied to the police station.
