The former mayor of Bulqiza, Lefter Alla, seeks freedom in the Supreme Court.
Alla, accused of "violation of equality in tenders" and "abuse of duty", appealed the decision of the Appeals Court, which did not replace the measure of "prison arrest" against him with a milder one.
By order of SPAK, Alla was arrested on March 16, together with 10 other people.
The Special Prosecutor's Office says that there is a reasonable suspicion, based on evidence, that the mayor of Bulqiza violated equality in tenders and public auctions and abused his office.
The investigation has shown that for Lefter Allan, it is clearly evident that he violated the public procurement procedures of April 30, 2021 for the construction of the water supply and sewerage network in the Old Quarter of the city of Bulqiza.
The mayor together with other responsible officials of the municipality have created advantages during the procurement procedure so that the company they wanted won the competition. But there is more than that in SPAK's conclusions.
The investigators with active actions have not only set up a special mechanism to favor a firm participating in the tender, but have discovered that the firm participating in the procurement only submitted the documentation, while the works were carried out by the investigator Aqif Konesha, who turned out to be closely related of the mayor, Lefter Alla.
