The former mayor of Shkodra, Bardh Spahia, arrives at the Special Court for his preliminary hearing.
In this trial, SPAK requests that Spahia be tried for the criminal offense of "obstructing the execution of a court decision."
According to SPAK, Spahia has removed MM, administrator of the Shkodra Water and Sewerage Company, from the position of mayor and appointed another person.
