A perfume worth 3,700 lek, left against her will in the office of an Elbasan prosecutor, has become the linchpin of a SPAK investigation, following suspicions of a corruption case.
But after a year of investigation, where SPAK questioned the participants, examined their phones, and analyzed the security camera footage of the Elbasan Prosecutor's Office, it concluded that corruption did not exist and that the case should be dismissed.
SPAK's request to dismiss the case was accepted by Judge Irena Gjoka, who assessed that there were no sufficient indications or evidence on which to base the suspicion of an illegal affair. Referring to the court's decision, obtained by A2, the story began on December 4, 2023, when Arben Kotollaku, an officer of the Elbasan Judicial Police, went to the office of the prosecutor, Glenda Zeneli.
The officer took an item out of his pocket, telling the prosecutor that it belonged to Ismail Q., a citizen who had been arrested for "improper driving" almost 2 months ago and had been "compelled to appear" at her request.
Despite the prosecutor's refusal, she was unable to return the item to the officer who hurriedly left, a moment recorded by the Prosecutor's Office's security cameras. Subsequently, after receiving a call from her, the officer returned, where he received not only the item, which turned out to be a perfume, but also a decision by the prosecutor to refuse the gift, based on the law "preventing conflict of interest" and apologized.
The situation was followed by the launch of a corruption investigation in this prosecutor's office, which was later transferred to SPAK. During the investigation, the officer stated that the perfume, and the buyer after it 3,700 lek, had given the prosecutor out of respect and not as a favor for any investigative matter.
While Ismail Q., has claimed that he did not give any perfume for the prosecutor to officer Kotollaku. According to the decision, the 1-year investigation by SPAK has not proven any agreement between the two, or any intention to illegally influence the prosecutor on any specific matter. (A2 Televizion)
