A2 CNN has obtained the SPAK file on Tirana Mayor Erion Veliaj, who was arrested on Monday on charges of corruption and concealment of assets. In the 400-page file, according to SPAK, Veliaj awarded tenders to Gent Sula, the owner of the AGICONS company, while he and his family members purchased properties from this company. Veliaj and Sula also took several charter trips together, while the builder's wife, Gentiana Sula, was employed as Deputy Minister of Social Welfare when Veliaj headed the department.
Thus, the evidence collected up to this stage of the investigation exposes the existence of a well-thought-out mechanism, created and put into operation by the citizens under investigation with the aim of benefiting from public funds and personal enrichment through camouflaged and illegal actions. Regarding the practices followed by these citizens, as will be presented below, based on the evidence administered in the dossier, in at least 10 cases reasonable suspicion is created for the commission of acts of a corrupt nature by the local elected official, as well as laundering of the proceeds of crime at the highest level of local government.

From the administered acts it results that in the information forwarded by the citizen self-identified as Nesti Angoni, who at the time that citizen Erion Veliaj was appointed Minister of Labor, purchased a real estate-apartment, located in the residential block "Kodra e Diellit", owned by citizen Genti Sula. After that, the wife of the latter was appointed deputy minister at the Ministry where citizen Erion Veliaj was the titular. Later, she was appointed deputy minister at the Ministry where citizen Erion Veliaj was the titular. The apartment in question was added with a floor and a separate elevator was built for it. It is further explained that since that time the relationship between these two citizens has been inseparable.
The company "AGI KONS" owned by citizen Genti Sula has benefited from an infinity of constructions in Tirana. Also, the information mentions that citizen Erion Veliaj currently owns 3 villas in the Residential Village in Qerret Kavajë built by the Agikons company of citizen Genti Sula. One of these villas is owned by citizen Erion Veliaj's brother, while the last two are demolished, while he has reconstructed both existing villas. According to the informant, it amounts to about 500 thousand Euros. In such circumstances, the informant explains that citizen Erion Veliaj inherited it, hiding about 500,000 Euros in order to regenerate additional spaces. Kavajë Waterworks machinery was used to demolish the building. At this point, the informant adds the question of whether or not a permit was obtained for this expense or whether there is any invoice documenting this expense.
According to SPAK, Erion Veliaj and his wife are the owners of these villas and frequented them frequently. Proof of this, SPAK says, is the fact that the telephone company's records show that his phone was connected to the company's antennas in Qerret.
The complex's administrator, Maksim Greva, also confirmed to SPAK that the villa was frequented by Ajola Xoxa.
Also, from the payment table it appears that it was Erion Veliaj who made the payments to the company that managed the villas in Qerret, a company owned by Gentian Sula. (A2 Televizion)
