The leader of 'Shqipëria Bëhet', Adriatik Lapaj, has stated that the political entity he adheres to has a project to take control of customs in Albania.
Lapaj made the comments on the 'Debat' show with journalist Alba Alishani on A2 CNN, where he said that due to tax evasion at customs alone, the state budget lacks 4.8 billion euros in revenue in one year.
Lapaj indicated that the political entity he leads envisages that an electronic system be adopted for our customs system, according to which all Albanian customs officers will have a unique code.
Through this code, Lapaj said that it will be decided by lottery every three months how these customs officers will circulate throughout Albania, who, according to him, will never stay in one place for more than 3 months.
According to Lapaj, this method will sever the corrupt ties of customs officers, as it is difficult for them to create the ground for corrupt cooperation with other administrative structures in a 3-month period.
"We need businesses to not be left in hiding, to not be embarrassed. For all small businesses, with a turnover of up to 20 million lek per year, we will remove them from the tatami. But how do you say that? Because everyone has to pay 10%. No, because with the money they will save, they will pay their employees better, save more, buy a better house, etc. And we will collect the profit from big business. Because the one who will save, by buying a better house, we will be able to tax it at home.
The third point of our package is related to regaining control of Albania's customs. This is a critical point. It is out of control because today at least 450 thousand tons of contraband oil alone are entering. The day before yesterday 1070 tons were seized. We have had continuous discussions, we have also done it from this studio. I have explained that a republic like ours cannot spend 50 thousand tons less than Kosovo. While the latest data coming from Kosovo is that Kosovo has reached 1 million tons of consumption, while we continue to declare 650 thousand tons. Now how can Kosovo spend so much in relation to us? Kosovo has 397 thousand vehicles, we have 800 thousand. We have dozens of floating vehicles, Kosovo zero. We have 8-10 times more flights per year than Kosovo.
We foresee that for our customs system we will adopt an electronic system according to which all customs officers in Albania will have a unique code. These customs officers will be in a unique system such as the court lottery. And the lottery will determine the re-drawing of customs officers every three months. So the one who is in Qafë-Botë today, after three months will be re-drawn in Morinë, then after 3 months in Muriqan. This will allow us to circulate customs officers, so that corruption lines are not allowed to be created. 3 months are insufficient for a customs officer to enter into corruption agreements with police officers there, with traders who smuggle contraband, with economic crime officers, etc. From tax evasion at customs alone, we are missing 4.8 billion euros in collections.
