Sali Berisha has admitted that Law 7501 is an unfair law against property, but according to him it was dictated by reality. In his speech during the unveiling of the DP's program on property, Berisha said that that law was based on an open anti-property psychology.
"The first laws we passed were dictated laws, of course another reality existed, difficult. But, absolutely my friends, those were laws dictated by that anti-property psychology, in which recognition, return and in many aspects the transformation of Albania into a human reserve was limited to 5 thousand meters, 10 thousand meters, making it very difficult to immediately return the lands to the owners. But, if it were not for this psychology, I am very sure that Law 7501 would not be what it is. So, Law 7501, an unjust law against property, was first dictated by the reality where 75% of Albanians were confined to the countryside, and if you took away their land, they would only be left with the sky covered, but there is no question that that definition, that law was based on an open anti-property psychology. So, this in the attitude towards the owners".
But according to the democratic leader, during his government in 2005-2013, some of the law's restrictions were lifted and thousands of hectares of land were returned.
"The DP, by adopting laws that did not give the right answer to the fair return of land to its owners, made giant steps, like no other political force in former communist Europe, with housing. It made Albanians the owners of the housing where they had lived in the 224 thousand apartments built in 50 years. In one way or another, it created small farms in the countryside, but still it took the right steps for the physical compensation of property and began to apply that scheme in cooperation with the owners. In the years 2005-2013, not all laws were corrected, but many of the restrictions were removed. And what I can say, the Agency for Restitution and Compensation of Property actually returned 106 thousand hectares of land, of which over 14 thousand were plots, the rest were agricultural land, pastures."
Berisha emphasizes that with the coming to power of the Socialists, everything has been done to prevent the return and compensation of properties.
"From 2014 to today, a total of 800 files have been returned, a total of 800 files have been resolved. Everything has been done to prevent the return and compensation of properties to the maximum extent. Out of 26 thousand files, a total of 800 files have been resolved. Not only that.
