“For the reasons I mentioned earlier, Canada aims to recognize the State of Palestine at the 80th session of the United Nations General Assembly in September 2025. This goal is based on the Palestinian Authority’s commitment to much-needed reforms, including commitments by President Abbas of the Palestinian Authority to fundamentally reform its governance, to hold general elections in 2026, in which Hamas can play no role, and to demilitarize the Palestinian state. Canada will increase its efforts to support strong democratic governance in Palestine and the contributions of its people to a more peaceful and hopeful future. I spoke at length with President Abbas today to reaffirm his commitment,” Carney stated.

The term two-state solution refers to the peaceful coexistence of Israel and an independent Palestinian state. Canada thus becomes the first G7 country to join the French announcement last week. The UK also recently openly threatened Israel with recognition of Palestine if Prime Minister Benjamin Netanyahu's government fails to end the war in Gaza and the suffering of Palestinians. When asked, Carney clarified that this was a statement of intent by his government. Theoretically, a scenario in which he would reverse his decision was possible, although he could not imagine that happening at this time, Carney said. The Israeli government condemned Carney's decision. The Foreign Ministry criticized the Canadian government's change of course as a reward for the Palestinian terrorist organization Hamas.
