Former US President Donald Trump has announced that the main guidelines for a possible agreement have been set, following his talks with the leaders of the two main parties, Vladimir Putin and Volodymyr Zelensky. The head of the White House Trump announced that a “total ceasefire” could be achieved very quickly, given the commitment of the parties to discuss the details of this agreement.
A key meeting is expected to take place in Paris next week, where leaders will discuss and finalize the details of the security guarantees to be offered to Ukraine. French President Emmanuel Macron has sought the help of the United Nations, proposing the deployment of Blue Helmets to monitor the ceasefire and provide a level of security. However, after a discussion with UN Secretary-General Antonio Guterres, a willingness to play a greater role for the UN has been expressed, but this option has not enthused all parties.
International media reports that a more detailed plan includes the creation of four levels of security, which will guarantee peace and stability in the region. According to the scenario being developed, UN Blue Helmets, who will come from non-European countries, will be deployed in a demilitarized zone to respect the ceasefire. This would be the first level of security. The second level would include Ukrainian forces, which would monitor the situation on the territory of the country. The third level would consist of volunteer forces, which could be deployed near the western border of Ukraine, to provide an additional line of defense. Finally, the fourth level would be that of the US, which would provide support and last-ditch guarantees for Ukraine's security, a request that has also been made by Ukraine and several European countries.
However, the plan has raised concerns in Ukraine. President Volodymyr Zelensky has expressed doubts about the UN's role, calling it an "unacceptable alternative" to the security guarantees Ukraine seeks. He has stressed that the United Nations cannot provide the protection Ukraine needs in the face of Russian aggression and Putin's attempts to regain control over Ukrainian territories.
On the other hand, Trump has emphasized that his plan aims to create a deal that will be in the interests of American taxpayers, ensuring that American support for Ukraine is within the framework of a fair and appropriate agreement for the interests of the United States. According to some reports, the US administration is also committed to having more economic control in Ukraine, especially in the mineral sector, and is demanding new conditions for the agreements that will be reached.
At this delicate period, it is clear that efforts at a peace settlement will depend on efforts to find a balance between various interests, including Ukraine's security, the role of the UN, and international support for stabilizing the region.
