Analysts in Kosovo say that the concrete steps for the establishment of the Association must be preceded by a coordination of Prime Minister Kurti with the opposition parties. Artan Muhaxhiri told Kosova Press that Kurti has an obligation to coordinate with the opposition before founding the Association. According to him, we also need a discussion with civil society, local and international lawyers about the Association's statute, despite the fact that the last filter for its constitutionality will be up to the Constitutional Court.
" The association is a vital stage for the state of Kosovo because it will strengthen the relationship of the dialogue process, but on the other hand I will also offer a guarantee for the Serbs of Kosovo after some kind of recognition that will come from Serbia with the end of dialogue process. Therefore, it will be part of the new state structure of Kosovo, which is why Prime Minister Kurti has a political and moral obligation to coordinate with the opposition and civil society and various experts to harmonize his positions. Without a general social validity and public discourse in Kosovo, I don't think I can make the final decision for the Association ", Muhaxhiri emphasizes.
The need for political consensus is also emphasized by Arbër Fetahu from the Group for Legal and Political Studies. He says that the principles for the Association must be clearly defined by the entire political spectrum in Kosovo.
"If the Kosovo-Serbia dialogue has taught us something, it is that these 12 years since the consensus started, it has been the weakest point of the dialogue, since there was no great consensus in almost all phases... At this critical point of Kosovo-Serbia dialogue is an ideal and rational option to try to create a minimum consensus on this issue. This minimum consensus would be to agree on which lines the Association's statute should be drafted and how to proceed with implementation. There may be opposition in certain aspects, but a consensus is needed on the principles and positions of Kosovo on this topic and until when will be the limit on this topic. This should be well defined by the entire political spectrum in Kosovo as the dialogue is not only a matter of this government ", says Fetahu.
On October 21, the Euro-American emissaries presented a new plan for the implementation of the Brussels and Ohrid agreement, where, among other things, they presented a draft for the implementation of Article 7 of the agreement, which talks about the self-management of the Serbs in Kosovo, thus the establishment of the Association , which Prime Minister Kurti said he is ready to sign, along with the basic agreement and the annex, but which was said to have been rejected by Serbian President Aleksandar Vučić.
During this week, the EU's special emissary for dialogue, Miroslav Lajçak, stayed in Kosovo, where it was agreed to have a meeting on November 16 in Brussels, at the level of chief negotiators.
Lajcak also met the opposition leaders, who said that they were informed only in generalized terms about the draft statute of the Association and that they did not read it in its entirety, where according to them the European emissary said that it is in accordance with the Constitution of the country.
The leader of AAK, Ramush Haradinaj, gave greater support to Prime Minister Albin Kurti for the establishment of the Association on the basis of the modernized European proposal. (A2 Televizion)
