Formation of new institutions, constitutive session of the Assembly scheduled for April 15

The President of Kosovo, Vjosa Osmani, has set April 15 as the date for holding the constitutive session of the new parliamentary composition resulting from the regular elections of February 9. The presidency made the announcement through a statement. 

"The President of the Republic of Kosovo, Vjosa Osmani, after certifying the final results of the elections for the Assembly of the Republic of Kosovo, held on February 9, 2025 and in accordance with constitutional authorizations and legal deadlines, has convened the first meeting of the ninth Legislature of the Assembly of Kosovo for April 15, 2025," the presidency announced.

This is the first concrete step in the formation of new state institutions, after the certification of the election results by the CEC. The President had a deadline of 30 days to announce the date for holding the session. Otherwise, according to the Rules of Procedure of the Assembly of Kosovo, the Parliament would convene on the 30th day.

In this session, the deputies take the oath and the first party, in this case the Vetëvendosje Movement, proposes a candidate for Speaker of the Assembly. The next step is the formation of the new government, but the election results mean that no single party can form one alone.

According to the laws, Osmani must mandate the first party in the elections, in this case the LVV, to form a new government. The Constitution states that the mandate holder then has 15 days to present the new executive composition to the Assembly and require 61 votes for it to be confirmed.
