Calculations and scenarios for the government, the post of President part of political bargaining in Kosovo?

The preliminary results of the February 9 parliamentary elections in Kosovo do not create an opportunity for any political party to form a government on its own. The lack of clarity 10 days after the elections has paved the way for political calculations based on short-term and long-term interests for the formation of possible coalitions, while it is thought that the election of the President may be included in the political “bargaining” during the talks.

Political scientist Xhevdet Pozhari tells A2 CNN that he sees a government formed by the Vetëvendosje Movement with non-Serb communities, a representative of the Serbian community, and an MP from the three previous opposition parties as more likely.

Regarding the scenario of an opposition government, requested by PDK candidates Bedri Hamza and AAK candidates Ramush Haradinaj, Pozhari estimates that this would lead to an institutional crisis.

Professor Dashamir Bërxulli speaks about the possibility of creating a broad-based government, at the request of Western partners.

According to Bërxulli, the most dangerous scenario is one where the parties play with postponing the formation of institutions, counting on the election of a new President after a year. After the certification of the results, the President of Kosovo calls the constitutive session of the Assembly within 30 days of the announcement of the results.

The deputies take the oath and elect the Speaker of the Assembly and the Deputy Speakers. After this procedure, the President gives the mandate to form the government to the candidate proposed by the winning party or coalition. The government is voted in by the Assembly with a simple majority of votes, 50% + 1 deputy.  (A2 Televizion)
