The Electoral Complaints and Appeals Panel (ECAP) imposed the fourth fine on the Coalition for Families in the amount of 7,500 euros due to hate speech.
The ECAP decision states that "Election campaigns must be conducted in a fair and just environment, respecting the rights and dignity of all citizens and social groups. Expressions that use words such as "shame" and "stupid" to attack certain individuals, groups or organizations can create an insecure and divisive atmosphere, violating the principles of a positive campaign."
According to the ECAP panel, composed of judges Ramush Bardiqi as chairman and two members Kujtim Pasuli and Hajriz Hoti, the use of such language is intended to offend, denigrate and is simultaneously seen as expressions with contemptuous or derogatory overtones.
As of January 31, the ECAP has imposed four fines on the Coalition for Families, totaling 24,000 euros. Kosovapress (A2 Televizion)
