The head of SPAK, Altin Dumani, the Prosecutor General, Olsian Çela, and the head of the CEC, Ilirian Celibashi, were at the United Kingdom embassy in Tirana on Tuesday, where they briefed a large group of diplomats on the strategy for investigating and preventing electoral crimes.
In addition to the British, representatives of the American Embassy and the EU delegation in Tirana, as well as several EU countries, were also part of the meeting.
In an official response, the UK embassy in Tirana announced that the briefing session addressed the institutions' collective and individual approaches to investigating electoral violations, taking into account the current operating environment, as well as the strategy to minimize potential risks in the upcoming electoral process.
“The British Embassy invited the Special Chief Prosecutor, the Attorney General and the Public Election Commissioner to brief ambassadors on the strategy for investigating and preventing electoral crimes, published in 2025. The briefing session covered the institutions’ collective and individual approaches to investigating electoral violations within the current operating environment, including the strategy for mitigating potential risks in the upcoming electoral process.”
According to the British embassy, the agreement between SPAK, the General Prosecutor's Office and the CEC has been welcomed by the international community as an important step to ensure clarity in the role and responsibilities of each institution.
In conclusion, the British Embassy underlined its support for Albania's commitment to guarantee transparent, fair and secure elections on May 11.
The heads of the Dumani and Çela prosecution offices and the CEC Celibashi informed the ambassadors about the work being done to prevent electoral crimes and the organization of their investigation.
"The new agreement between the institutions of the Central Election Commission, the General Prosecutor's Office and the Special Structure against Corruption and Organized Crime was welcomed by the international community as an important next step in ensuring clarity of purpose for each institution.
