The Head of the Traffic Police Directorate, First Director Altin Qato, in a press conference informed citizens about the road closures as part of the "Giro d'Italia" activity, which includes three stages within the territory of our country, on May 9, 10 and 11, 2025, specifically in the cities of Durrës, Elbasan, Tirana and Vlora.
The State Police has drafted a detailed plan of measures for managing and securing road traffic, guaranteeing public order, and ensuring the smooth conduct of sports activities in accordance with international standards, writes A2.
The main measures taken include:
1. Temporary blocking of the road axes included in the race itinerary for each stage, according to a technical report previously approved by the race organizers, which provides that these two axes (must be free no less than 2 hours before the race starts), as follows:
o Durrës–Elbasan–Tirana (First stage, on 09.05.2025). The race starts at 13:10, in Durrës and ends at 17:30, in Tirana.
a). Blockage of urban roads in Durrës
On 08.05.2025, from 07:00 to 09.05.2025, at 14:00, there will be a restriction on vehicle parking in the segments:
• “Marsi 91” Street;
• “Taulantia” Street (segment from the former Volga to the “Arvi” hotel);
• “Anastas Durrsaku” Street (from the former Volga to the “Gjergj Kastrioti” high school);
• Castle Street (segment from the “Old Mill” cafe to “Sotir Noka” street)
Also, on 08.05.2025, from 07:00 to 18:00, there will be a ban on parking vehicles in the public parking lot of the “Taulantia” promenade (behind the “Piazza” restaurant).
On 09.05.2025, there will be a parking restriction from 05:00 and a traffic jam from 11:00 to 14:00, on the race route, as follows:
• “Marsi 91” Street;
• “Egnatia” Street (segment from the Orthodox Church roundabout to “Taulantia” street-“Arvi” hotel);
• Venetian Tower - “Epidamn” Boulevard - “Lira” Square - “Aleksander Goga” Street (to the Mausoleum of the Martyrs);
• Martyrs' Road – “Adria” Road – Dajlan Bridge – “Independence” Road – Cavalry Channel (Ministry of Defense);
• New Port Road
b). Interurban Road Blockage:
There will be a road blockage on the road axis: “Plepa - Bishti i Zhurit - Peqin-Bradashesh -Gracen”, from 11:30 to 15:30 (on the axes when the group of competitors passes, the road gradually opens on the side that the route is described and not on the opposite side).
c). Blockade of urban road axes in Tirana.
Traffic will be stopped two hours before the competitors pass through the entire route of the first stage.
(Emergency vehicles are an exception).
The blockade will start from 13:00 to 18:00 on 09.05.2025, along the entire route of the first stage, on:
• “SH3” Road (Gracen village to the TEG roundabout);
• TEG roundabout to the Sanatorium roundabout;
• “Elbasani” Road,
• “Bajram Curri” Boulevard;
• “Ali Shefqeti” Road;
• “Alajdin Frashëri” Road;
• Rexhekrit Road;
• Muhamet Deliu Street to the Fresku roundabout;
• “Sotir Çaci” Road;
• “Xhanfize Keko” Road;
• “Arkitekt Kasemi” Road;
• Boulevard “Jean D'Ark”;
• Boulevard “Dëshmoret e Kombit”;
• Inside the former Guard of the Republic.
• The segment of the road behind the Palace of Culture
• Street “Dëshmoret e 4 Shkurtit”,
Residential blocks with limited access, dated 09.05.2025:
The residential part on the roads connecting with "Papa Gjon Pali" street, has no access to exit during the hours of 13:00–18:00 (The streets are: "Dervish Hima", "Asim Zeneli", "Themistokli Gërmeni", "Ismail Qemali", "Mustafa Matohiti", "Jul Variboba" and "Fatmir Haxhiu").
-The New Bazaar area, "Hoxha Tahsim", has no access to connect with the "Zhan D'Ark" boulevard, but has access only with the Dibra street - Pharmacy 10 and exit to the eastern highway.
-The city area "Studenti", Higjiena, Ballet School, Ish-tregu elektriki and "Ali Demi" have access to exit on "Pasho Hysa" street and "Pjetër Budi" street, which have access to "Agush Gjegjevica" street, which has an exit on the eastern ring road.
-The Kodra e Prifti area has no access to exit from the perimeter, after the road axis is blocked (during the hours 13:00 -18:00).
-The area of New Tirana and Blloku has exit on "Kristo Luarasi" street, the lake dam and exit to Selitë.
-The area of "Myslym Shyri" street, Kavajës street will have access to exit on the embassy street, towards Zogu i Parë Boulevard and "Mine Peza" street.
o TIRANA-TIRANA (Stage II, on 10.05.2025), time trial.
From 08:00 to 11:00 there will be limited movement and no parking will be allowed on the road segments:
“Zogu i Zi” and on the Durres Street itinerary, “Fortuzi” Street, “Dervish Hatixhe” Street, Barricade Street, the street behind the Palace of Culture (the team accommodation location).
Prohibition of vehicle circulation, with the exception of emergency vehicles and State Police, from 10:00 to 18:00 on 10.05.2025, on the entire itinerary of the second stage, on:
• “Skenderbej” Square;
• “Urani Pano” Street;
• “Dedë Gjo Luli” Street;
• “Ibrahim Rugova” Street;
• “Deshmorët e 4 Shkurtit” Street;
• “Gjergj Fishta” Boulevard;
• “Muhamet Gjollesha” Street;
• “Bajram Curri” Boulevard;
• “Ibrahim Rugova” Street;
• “Lek Dugagjini” Street;
• “Dervish Hima” Street;
• Elbasan Street - Sauku Roundabout;
• “Abdyl Frashëri” Street;

Residential blocks with limited access on 10.05.2025:
- The residential part on the connecting roads with “Papa Gjon Pali” street has no access to exit during the hours of 10:00–18:00 (The streets are “Dervish Hima”, “Asim Zeneli”, “Themistokli Gërmeni”, “Ismail Qemali”, “Mustafa Matohiti”, “Jul Variboba” and “Fatmir Haxhiu”);
- The block on “Ukraina e Lirë” street has no access to exit during the hours of 10:00-18:00
Traffic diversion orientation for 10.05.2025:
- The New Bazaar area, “Hoxha Tahsim”, do not have access to connect to the “Zhan D'Ark” Boulevard, but have access only to the Dibra-Farmacia 10 road and exit to the eastern highway, as well as crossing the Barricade road.
- The part of Kavaja road and “Myslym Shyri” road is connected to the New Tirana area, only through the “Dritan Hoxha” road, to the New Ring Road and vice versa.
- The Studenti city area, Higjiena, the Ballet school, the former Electric Market, “Ali Demi” have access to exit to “Pasho Hysa” road and to “Pjetër Budi” road, which have access to “Agush Gjegjevica” road, which has an exit to the eastern ring road. They will also have access to the Shkoza district and the Kodra e Prifti area
o VLORË–VLORË (Stage III, on 11.05.2025).
On 10.05.2025,
• Parking of vehicles in the main square (beginning of Longomare), starting at 15:00 until 18:00 on 11.05.2024.
• Parking is prohibited in the field in front of the Marina school, from 15:00 until 17:00 on 11.05.2025.
• Parking of vehicles is prohibited from 14:00 to 23:00 on 11.05.2025, on the streets “Veledin Kollozi” and “Anita Bitri” (the diversion is to the “Gjergj Kastrioti” boulevard), the axis “Rrethi i Skelës – Krqëzim i Aleksandrësi” (the diversion is to the streets “Kosova” and “Perlat Rexhepi”), the street “Perlat Rexhepi” and the axis “Bolv-Oil” – “Krqëzim i Unazës”.
• Parking of vehicles is prohibited from 22:00 on 10.05.2025 to 22:00 on 11.05.2025, on the street “Hajredin Haxhiraj” and the intersection of the street “Onufri” with the intersection of the boulevard (the diversion is to the streets “Pilo Bregu” and “Fiqerete Musta”).
On 11.05.2025.
• Parking and standing of vehicles is prohibited on the “Sheshi i Madh” axis - “Shavban Demiraj” street intersection, from 05:00 -15:00 and traffic starting from 07:00-14:15.
• Traffic of vehicles and pedestrians is prohibited from “Rrapi”-Promenade-main boulevard “Ismail Qemali” - Rruga e Re - Pusi Mezinit, from 11:00 to 13:30 (Alternatives will be from the “Zenel Murra” central road and the Transbalkanike street).
• From 11:00 to 14:00, and from 15:00 to 19:30, the Rrapi - Promenade-main boulevard “Ismail Qemali” to the “Ali Demi” school will be blocked. (The accessible roads will be the same as those mentioned above).
To get to the port of Vlora, the Transbalkan road will be used, which will be accessible at all times by vehicles and citizens.
Likewise, the road leading to the hospital, in cases of emergency, from 11:00 to 13:30, will be accessed through:
- Transbalkan road - Officers' house at the chapel, in the direction of the Vlora regional hospital;
- the rest of the city, from the Mezin well - the new road - the chapel, in the direction of the regional hospital;
- Cold water - Central - Cement factory, through Kuzumbaba - Vlora municipality and the regional hospital.
Interurban road closures:
For the axis from Vlora, towards the villages of the Vlora river, the Vlora river road can be used until 11:00 and after 14:30 (from 11:00 to 14:30 this axis is blocked for traffic).
For the axis from Qeparoi, towards the villages of the Vlora river and the city of Vlora, this road axis can be used until 10:30 and after 15:45 (in the interval from 10:30 to 15:45 it is blocked for traffic).
For the axis in the direction Vlora-Himarë to Qeparo, the axis is free until 12:30 and after 17:30 (the road is blocked and inaccessible from 12:30 to 17:30).
The "Qeparo-Himarë-Vlorë" axis is free until 13:30 and after 16:00 (the road is blocked and inaccessible from 13:30 -16:30).
These measures aim to guarantee road safety, the continuation of the race and minimize the impact on the movement of citizens and vehicles.
The Traffic Police calls on all citizens to respect road signs and instructions from Police officers, to avoid driving in affected areas during the competition and to follow official information.
