The EU Delegation in Tirana has published the conclusions of the 16th meeting of the Subcommittee on Justice, Freedom and Security between the European Union and Albania.
At the meeting that took place on February 11-12, which coincided with the arrest of Tirana Mayor Erion Veliaj, it is learned that the European Commission and the Albanian authorities mainly discussed developments in the framework of justice reform and the role of SPAK.
The European Commission has welcomed the continued results of specialized bodies in the fight against corruption and organized crime.
"The role of SPAK and its independence in investigating, prosecuting and adjudicating complex corruption and organised crime cases is a key pillar of the 2016 justice reform, for the further consolidation of which the EU provides support and promotion as an integral part of Albania's accession negotiations. SPAK has contributed to Albania's overall efforts to establish a credible track record in the fight against corruption and organised crime, including in high-level cases," the EU underlines.
Regarding the progress of the implementation of the justice reform, the Commission welcomed the successful completion of the process of temporary re-evaluation of judges and prosecutors (vetting) at first instance.
It also stressed the need to further consolidate the independence, accountability, integrity and quality of the judicial system, as well as efforts to increase efficiency at all levels. The Commission also underlined the importance of continuously monitoring attempts to exert undue influence over the judiciary.
Also during the meeting, where the Minister of Interior, Ervin Hoxha, also delivered his speech, the importance of further progress in approximation with the EU acquis in this field and the full functionalization of the Asset Recovery Office, established within the State Police, was emphasized.
"The European Commission appreciated Albania's efforts and called for increased efficiency in the framework of corruption prevention, especially in vulnerable sectors, as well as strengthening the verification of asset declarations. The Commission also recalled the necessity of addressing the outstanding recommendations of GRECO", it is further underlined.
As regards cooperation in the fight against drugs, the Commission took note of the recent establishment of a National Early Warning System and encouraged its full operationalisation. It also called for the rapid establishment of a National Drugs Observatory with sufficient resources. Albania was invited to strengthen the punishment of offences against the illegal cultivation of cannabis.
On asylum, visas, migration and border management, the Commission welcomed Albania's good progress in implementing the EU Action Plan for the Western Balkans. However, efforts remain to further align Albania's visa policy with that of the EU and to reduce unfounded asylum applications by Albanian nationals in EU Member States. Albania was invited to set up specific structures for the reception and accommodation of unaccompanied minors and to ensure their effective inclusion in the national child protection system.
Regarding fundamental rights, the European Commission welcomed Albania's progress in aligning with the EU acquis in the field of data protection and the progress in adopting implementing legislation on the rights of persons belonging to minorities. The implementation of these reforms remains key. It also highlighted the need for progress in the areas of freedom of expression, equality and non-discrimination, property rights and children's rights. (A2 Televizion)
