From zero capacity, we aim for 360-degree artificial intelligence procurement by the end of next year. This was stated by Prime Minister Edi Rama in his speech at the Franco-Albanian Artificial Intelligence Week, Green AI. According to him, this will be the first model in Europe without human contact in 95% of the process, while emphasizing that today Albania is leading in the region in terms of procurement quality.
"We started from a very bleak place in terms of procurement quality, while today we are leading the region with 80 out of 100 points, second place is with 70 points for procurement quality and integrity. We are ambitious, we are working with Microsoft on 360-degree artificial intelligence procurement that will be the first model in Europe without human contact in 95% of the process. I hope that by the end of next year it will be ready to operate and then no one can tell us that we have problems with procurement because we can challenge them ," said Rama, reports A2 CNN.
The head of the Albanian government stated that our country has created a platform that has removed all reception and contact offices with citizens, avoiding waiting and tips to obtain a document.
"Our journey starts from zero capacity, today we have created a platform that has removed all reception and contact offices with citizens. They do not have to stand in line and waste time, energy and tips to get a license or a document that proves they are alive, everything is online. The number of users goes beyond the number of residents, all Albanians living abroad can receive services from the administration for the purpose of obtaining documents", said the Prime Minister, according to A2 CNN.
Artificial Intelligence, according to Rama, has also influenced progress in the integration process, where according to him it has influenced the adaptation of the legal framework to that of the EU.
"We have made great progress with the European integration process, we have an ambitious plan to conclude negotiations by 2027. It is a window of opportunity that we must do everything possible not to miss. By using AI, we are doing it at a completely different speed. Just for the EU legal corpus with the national one, it would require an army of translators and copywriters. For Croatia, which had an impressive record, it took 7 years, but we are creating a model that transposes in real time but is capable of giving us compliance with our legislation. It is also capable of giving people the ability to see the similarity or inconsistency as in a mirror," Rama emphasized, reports A2 CNN.
Another model, according to Rama, "is what we are piloting in the justice ministry. We are digging through the massive piles of laws to identify all the overlaps. It is not uncommon that something you deserve to get from one law you cannot get, because another law says no."
Although he described his speech in English as disappointing for the French, Rama said he feels encouraged that France is leading the way in ideas to advance innovation in our country.
