The government has announced as a public priority the digitization of services as an instrument to increase efficiency and reduce the overall costs of human resources, but meanwhile the number of employees continues to increase. For 2024, the number of central administration employees will reach 85,106 employees, an increase of about 500 people compared to the previous year. This number has been increasing from year to year, and experts estimate that it is done for electoral reasons.
"In its recommendations, the European Union has described the misuse of the administration for political purposes as electoral use. In the public administration and services, there are also employees that the TIMS system brings out who are abroad and are paid", Zef Preçi, economy expert.
The Ministry of Agriculture heads the list of institutions that will recruit more employees. Then comes the National Authority for Electronic Certification and Cyber Security, to be followed by the Ministry of Finance, the Assembly and other institutions. Meanwhile, 8 institutions report a reduction in jobs, but a total of 44 employees are leaving.
"At the same time, we are in a deficit crisis of the number of personnel in basic services such as health, education, etc. without further talking about their quality", said Preçi.
The additional cost for the 2024 budget will be the creation of 3 new Agencies such as Start-ups, Local Self-Government, Innovation, and the Center against Radicalism.
