Not even 5 minutes to approve the state budget in principle, but what will happen with its review item by item, where deputies or ministers hold the last hope for some changes.
In fact, almost half of the ministries in the country are asking for more money from next year's budget. From "Agriculture" to "Tourism", "Infrastructure", "Defense" and the Interior complain that the funds provided are not enough for the intended objectives.
"The demands are legitimate. Agriculture and tourism, two sectors that are considered strategic for the country's development, will have very little funding. This is meaningless", says expert Klodian Muço.
The Telegraph Agency, the Albanian Radio and Television, the Academy of Sciences, the Directorate of Archives, the Directorate of Prisons, the National Center of Cinematography and the National Civil Defense Agency have also requested more money for the next year.
"Especially Civil Emergencies will have to have more funds. We are in places where we are at risk from fires and floods. Before it is approved, these requirements must be taken into account", added Muço.
At a time when the budget and the fiscal package are expected to be voted on item by item in the middle of next month, the socialists have also proposed during the parliamentary commissions the removal of the tax on the added value for women's hygiene products.
"The fiscal package must undergo radical and not peripheral changes. What has been foreseen so far does not guarantee either equality or well-being", declared the expert.
The parliamentary commissions will also examine the amendments to increase the funds for the compensation of the former owners, the economic assistance, the Ministries of Agriculture and Education, as well as the doubling of the budget for the indexation of pensions.
The proposals are from the democratic deputies of Lulzim Basha, who have rejected the action of Berisha and Bardhi for the defunctionalization of the Parliament.
And if nothing changes, the agreement on each article must come through the online commissions so that according to the practice followed on Monday, the approval of the budget will last as many minutes as the speaker needs to go from article to article.
