Soft loan for a flat, young couples are expected to receive more money

Young couples or families who cannot afford to buy a home will have the opportunity to receive more money in the form of soft loans. To respond to the rising prices of apartments, the Ministry of Economy, Culture and Innovation is working with municipalities to review the methodology for soft loan schemes, which will increase the value that will be made available to citizens. 

"Part of the changes that we propose is a new methodology for determining reference prices, which will not be based only on transactions declared in the Cadastre but will be based on a better study of the market through other methods of study, such as surveys or polls. So part of the changes will also be the production of a new methodology for determining the value of properties in the market and consequently the value of the loan that will be granted. But we will also determine the salary ranges that will afford the loan," said Enkelejd Musabelliu, Deputy Minister of MEKI.

At the conference on social housing, where there is no shortage of heads of the largest municipalities, the Minister of Economy, Culture and Innovation announced that the funds available for the national program will also be increased, and municipalities with fewer financial opportunities will have priority funding from the state budget.

"We are working to increase the value of housing from the 8 million euro program to approximately 75 to 80 million euros per year, 10-fold. From zero-interest loans, social housing, loans with very low interest rates, etc. The social housing reform will be remodeled to be proportional so that we can provide funds to many municipalities that do not have the means, but also help others," said the Minister of Economy, Blendi Gonxhja.

The collection of the 3 percent tax that builders must pay as a contribution for social housing remains an unresolved problem. Minister Blendi Gonxhja said that this tax will not change even though builders have been demanding its abolition for years.

"Regarding the 3% tax for builders, we still do not have an inventory of the expectations that should have been collected, either in square meters or in the values ​​​​obtained from the 3% of social housing. But we will not withdraw from this 3% scheme, only if there is a court decision," Gonxha underlined.

By 2030, the government aims to benefit 50,000 families from housing programs, while so far the number of families that have benefited from housing programs has reached 35,000. For 2025, 43 municipalities have applied for 55 projects for the "Social Housing" program, while the winners will be announced within a few days.  (A2 Televizion)
