The Special Court is passing the case against MP Plarent Ndreca and co-defendants accused of "violation of equality in tenders" and "falsification of documents" for trial.

The public procurement contract "Study and Design of Several State Prosecution Facilities" had a total value of 54,234,000 lek (excluding VAT) for four police facilities, but in fact ended up including only two police facilities with a reduced value of 34,248,000 lek, this is because the Ministry of Interior did not have the full fund, but to favor the winner, it signed the contract for only two facilities, as much as the funds were available.

From the evidence collected, it results that a group of officials led ex officio by Plarent Ndreca, former Secretary General of the Ministry of Interior, who was the Head of the Contracting Authority, committed legal violations during the tender stages to declare citizen Gjon Radovani the winner, despite the latter's failure to meet the legal criteria.
Members of the procurement unit such as Denisa Skënderaj, Lira Kolasi, and Blendi Kovi, together with members of the Bid Evaluation Commission, including Lindita Mukaj, Ferdinant Tarazhi, Silva Dauti, Grida Isufi, Deni Klosi, Jonarda Qurku have taken deliberate actions to deviate from the legal procurement procedures. Also, the member of the Complaints Review Commission, Julia Hysa, and other officials involved such as Elora Kokalari, and Aida Shehi, have contributed to the deviation of the legal procedures.
A commission for the project handover, composed of Emiliano Mehmeti, Klejdi Meço and Erand Rrobaci, signed false minutes to justify the handover of the project, while the final project was not implemented, A2 reports.
The illegal actions committed caused the state financial damage, estimated according to the contract at 34,248,000 lek. To date, this amount has not been executed, although the beneficiary has issued the relevant invoices due to the objection/audit of the General Directorate of the State Police on the illegalities identified during the process.
