The investigations have been closed and the case against 17 people, who are accused of planting entire hectares of greenhouses in the villages of Berat during 2021-2022, has gone to trial.
95 women and girls were part of this file, but SPAK declared incompetence against 93 of them. At the end of the investigative activity within the framework of criminal proceedings No. 5, year 2023, and after a two-year investigation against 113 (one hundred and thirteen) persons, including 95 women and girls, the Special Prosecutor's Office has shared the investigative acts. 93 of these women and girls have been declared incompetent for investigation and trial, sending the documents to the Prosecutor's Office at the Court of First Instance of General Jurisdiction, where the criminal offenses were committed. In addition, the investigative acts have been divided for 3 (three) of the currently investigated, while the investigations also include other persons who have not yet been precisely identified.
After the end of the investigations, the Special Prosecutor's Office submitted on 30.12.2024, to the Special Court against Corruption and Organized Crime, the request for the trial of the case against the 17 accused defendants, attaching the acts of criminal proceedings no. 5/1, year 2023.

Typology of criminal activity
The organization of the activity had started in December 2021, while it extended during the period June-November 2022 and on 10.11.2022 the amount of 871.4 kg of cannabis (plant product "canabis sativa L") was found and seized, which was discovered in 769 plastic crates and inside 11 black plastic bags, firearms and combat ammunition. As a result of the activity, a total amount of 1.7-1.8 tons of cannabis sativa was obtained.
Organization, management and financing of the "Production and sale of narcotics", organization, management and financing of the "Cultivation of narcotic plants", "Illegal possession and production of weapons, explosive weapons and ammunition", committed more than once , was made by the defendants Blerim Xheka and Sadetin Hasaj.
The activity of "Production and sale of narcotics" and "Cultivation of narcotic plants" was exercised and supervised simultaneously by the defendants; Sidrit Bisha, Endriol Xheka, Jurgen Ujkaj, Suad Smakaj, Samoel Lushaj and Mirvaldo Disha.
The defendants; Blerim Xheka, Sadetin Hasaj, Sidrit Bisha, Jurgen Ujkaj, Hamdi Dyli and Samoel Lushaj also carried weapons without permission in defense of the exercise of illegal activity.
The activity of "Cultivation of narcotic plants" within the "Structured Criminal Group" was mainly carried out by the defendants; Hamdi Dyli, Arben Vrapi, Adiol Cifliku, Lulzim Bushataj, Mustaf Manej, Bashkim Mema, Edison Mema, Drita Mema and Izmire Mema.
The land surfaces were previously leased by the defendants; Hamdi Dyli and Arben Vrapi and their families (through contracts). After the cannabis seeds and seedlings have been secured and a rented apartment in Berat has been obtained, in order to be closer to the daily activity, the infrastructure for their planting and cultivation has been set up, with the aim of further sale - carried out from July 2022; all the defendants, and especially the two female accused, have been involved in the "recruitment" of the labor force/work force from the cities and surroundings of Albania, against the temptations of good daily payments to work in the greenhouses, free transport and the provision of sleeping in greenhouse premises, where dormitories were also created. The defendants are actively engaged in the care of narcotic plants, the progress of the cultivation activity, cutting, drying and cleaning of cannabis barrels, further sale, expenses for necessary work tools, food and medicines for the plants, medical medicines as well as workers' payments in the greenhouse.
The investigations reveal the involvement of other persons, inaccurately identified in the performance of this illegal activity in the Structured Criminal Group, and against whom further investigations continue to be carried out", writes SPAK. (A2 Televizion)
