SPAK has issued an order for "preventive seizure" of over 90 movable and immovable assets owned directly or indirectly by 3 individuals, who are accused of cultivating and trafficking cannabis towards Greece.
According to the SPAK investigation, the leaders of this criminal group were Kristo Qirici, also known as Jetmir Hoxha and Jetmir Qirici, brother of Edmond Papa, the businessman executed in Tirana in 2022, and Elidjon Alushaj, also known as Kosta Alushaj. While the leader of the other group hit by the same investigation was Luiz Bala, also known as Edmond Sinanaj.
"The Special Prosecutor's Office against Corruption and Organized Crime, in implementation of decision no. 131, dated 28.02.2025 of the Special Court, issued on March 3 the order for the imposition of the "preventive seizure" measure on 90 movable and immovable assets owned directly or indirectly by the persons under investigation in the framework of criminal proceedings no. 169, of 2022.
On 14.02.2025, within the framework of this criminal proceeding, the names of ten citizens who are attributed criminal offenses* (see notes for journalists) were registered, including citizens; KQ (alias JH, alias JQ), EA (alias KA) and SH.K, involved during the years 2019-2021 in the criminal activity of cultivating narcotic plants (cannabis sativa) in the area of Saranda and its surroundings, as well as trafficking narcotics from Albania to Greece, carried out within the framework of the structured criminal group. During the preliminary investigations by the Financial Investigators at the Special Prosecution Office, as well as by the Investigators of the National Bureau of Investigation, a series of investigative actions were carried out in relation to the property investigation within the framework of this criminal proceeding.
One day after the issuance of the order of the Special Prosecutor's Office, on 04.03.2025, the General Directorate of the State Police has notified all state agencies in charge of registering movable and immovable assets, as well as second-tier banks, of the execution of decision no. 131, dated 28.02.2025 of the Special Court of First Instance for Corruption "On the determination of the preventive seizure measure".
The General Directorate of the State Police and the Agency for the Administration of Sequestered and Confiscated Assets are continuing other legal procedures for the receipt and administration of movable and immovable assets, for which preventive seizure has been imposed.

In their first appearance in court, the two suspended police officers, Shkëlzen Ruska and Ervis Alisinanaj, and former officer Erdit Hazizaj, denied the charges. Through their lawyers, they claimed that SPAK did not have sufficient evidence to link their names to certain codes of the SKY ECC application, A2 CNN reports.
On the other hand, SPAK prosecutors claimed that the three suspects and the wanted Ervis Dervishi, the head of the Saranda Border Police, maintained contact through this application with members of the two criminal groups, informing them about anti-drug operations.
In one of the communications on SKY, managed in the file, the suspects express concern about the blocking of a quantity of 1.1 tons of cannabis in Greece, causing a damage of 1.7 million euros, while in another case they say "we have a deal with the state", A2 CNN reports.

SPAK has documented two episodes of drug trafficking, which is suspected of being cultivated outdoors or in closed environments in the Saranda area as well as in the Gjirokastër - Tepelena area, with the aim of trafficking to Greece. (A2 Televizion)
