The Tirana Prosecution Office has closed the investigations and sent two people to trial for the fire in the QSUNT emergency room in February 2024. According to the Prosecution Office's announcement, the two specialists from the clinical engineering sector at the QSUNT Tirana, Enea Koka and Ejnar Shena, are accused of "Abuse of Duty" for the fire in the QSUNT Emergency Room building.
"Within the framework of the investigations of criminal proceedings no. 1578 of 2024, which relates to the event of 29.02.2024 where at around 05:25, at the "Mother Teresa" University Hospital Center in Tirana, in the "New Emergency" building, on its 2nd floor, a fire broke out in the technical room, the prosecution concluded that the specialists, with their actions, did not implement the duties set out in the institution's regulations, such as: Safe operation and in accordance with the relevant standards of medical devices and equipment, including UPSs and batteries, an integral part of medical devices; They did not plan and responsibly follow the maintenance of medical devices and equipment, in accordance with the manufacturers' instructions, specifically of UPSs and batteries; They did not foresee and did not draft the technical project regarding ventilation, airing and placement of UPSs, the technical report of the design and implementation of fire protection in the place where the UPSs will be placed and "batteries," the prosecution reports.
According to her, from the administered acts they were aware of the fact that the UPS and batteries were placed on the 2nd floor of the new Emergency building, outside the technical conditions and standards required by the manufacturer, for their installation and functionality, although they had the functional duty of providing technical consultancy.
As part of this proceeding, an electrical technical expertise was also carried out, which resulted in the fact that the cause of the fire destruction of the "New Emergency" building in QSUNT was "the lack of a detailed project for the installation of the UPS emergency power source station, of technical safety conditions for relocation and installation, as well as the lack of implementation of technical conditions, safety standards and fire protection for the installation of the UPS emergency power source, the battery rack and the environmental conditions of their use".
