The cancellation of fines from January 1, 2015 to November 2024, for the Democratic Party is insufficient and proposes changes in the draft law on the cancellation of fines, which has passed through the committees. According to the parliamentary group, the fines for electricity and water should also be cancelled. The PD proposals also include the cancellation of Police fines and late interest for the needy, including pensioners, families with economic assistance and persons with disabilities.
In the same way, the DP also requests the cancellation of fines and late interest imposed until November 30, 2024 for non-compliance with deadlines or non-payment of property tax.
"The DP Parliamentary Group has proposed that:
1- To cancel all administrative measures imposed according to article 52, point 1, letter "e", of law no. 107/2014, dated 31.07.2014 "On the planning and development of the territory", amended, in the part that provides for the punishment of a fine for carrying out works without a permit to meet housing needs, which was repealed as incompatible with the Constitution, by the decision no. 15/2022 of the Constitutional Court, from the date of entry into force of the law until the moment of its repeal by the Constitutional Court.
2- To cancel all arrears for electricity and water until November 30, 2024 for the needy, including pensioners, families with economic assistance and persons with disabilities.
3- To cancel all administrative measures together with late interest imposed until November 30, 2024 by the State Police and Municipal Police, throughout the territory of the Republic of Albania.
4- To cancel all administrative measures together with late interest imposed until November 30, 2024 for non-compliance with deadlines in tax procedures and/or non-payment of property tax".
The government will forgive the fines imposed from January 1, 2015 to November 2024. Beneficiaries are those who have been fined for illegal construction of individual housing, in the city or in the countryside, and which have been imposed by the IKMT, the State Police and the Municipal Police. Even the fines imposed by the AKU on agro-processing entities in rural areas will be forgiven, as well as the fines imposed by the Health Inspectorate for anti-Covid measures. Minister Taulant Balla demanded that the Assembly get the President's agreement for the law to come into effect immediately.
This law is not allowed to enter into force after January 11, when the government is placed under restrictions in order not to entice the electorate near the parliamentary elections of May 11, 2025.
