The Minister of Economy, Culture and Innovation acknowledged that one of the problematic issues remains that of property and revealed that the new plan to complete this years-long process will be based on self-declaration, using innovative methods.
"One of the main problems that we face, we do not deny it. We have been working for several years, investments are being made, but still one of the big problems that we face is the issues of property and legalization, the completion of the legalization process., Formalization and capitalism of built houses. Look, we need to look at the thing a little more closely. It is a whole transition. Entire communities have arrived with extraordinary fury after '90 that were rightly liberated from the programmed lifestyle in cities, where it was forbidden to go from one city to another without the permission of the party and without having a certain employment from that centralized economy. So all this that has happened in the first years of transition has caught the very fragile, democratic state, let's say, Albania of these 35 years. And it has been impossible for this demographic movement in these numbers to have any possibility of urbanizing it and bringing it closer to the cities by organizing this in better housing conditions, infrastructure, etc.... All this informality that has come both from the need, but also from the inability of the state to get ahead of this wave, this tsunami, has led to the fact that today, after 35 years, we are still dealing with some of their consequences. There will be a new work format, a carpet with blocks even at the level of legalizations. They will not be in a subjectively determined location but with an order, deadline and work task, so to speak, determined so that there is a greater speed in the issuance of these documentations. Many new innovative systems will be used, but there will also be a new scheme with self-declaration that will help citizens, so the dimensions, the object, the neighborhood, the characteristics, the place, the block where it is. All of these will be printed, there will be a self-declaration from the resident, a notification from the Administrative Unit and there will be a much greater speed to close the legalizations in a shorter time, " said Gonxhe.
