According to the minister, "the effects of a government are not today for tomorrow".
"The effects of bad governance are at least 4-5 years later. The flawed pension reforms were not intentional, but weak. They made a wrong pension calculation formula and people decided not to pay the contribution at all. In 2014, the new reform benefited those who retired in 2014, while those who retired continued to receive the pension they received. Because such is the contributory scheme, it cannot intervene retroactively. The scheme is adjusted at the moment when the reform is made.
