The Democrats went to Ilirjan Celibashi to express their concerns about the external voting process. The representative of the Democratic Party, Franci Nuri, listed six cases of problems encountered with the delivery of envelopes, where the most worrying was the failure to deliver the ballot to the voter.

"Leaving the envelope under the door or above the mailbox, that is, without ensuring whether or not the envelope was received, including cases without identity verification. Another case is delivering the envelopes not to the voter, but to his relative," said Nuri.

"This number of cases where the postal service operator does not adhere to protocol, we need to understand whether it is sporadic or is it a massive behavior of this operator," said Celibashi.

The Democrats were also concerned about the process of returning the ballot, noting that the postal operator, in some cases, had not gone to take the ballot back. "In a way, voters are being conditioned, either they will start at the nearest DHL point, or it will be paid. We have directed them to go to DHL, the problem is that the nearest points, even in Brussels, were not close distances. We are talking about 25-50 km," said Nuri.

Celibashi noted these concerns, promising to review the cases. "At the moment we speak, we have not received any concerns from other entities and what has been presented by you is being addressed as concerns," he said.

The process of voting from abroad has completed the first phase, which is related to the delivery of envelopes with the ballot inside. Now their return is expected, which will be considered valid until 19:00 on May 11, when the polling stations in the country also close. Currently, less than 4% of the total has reached the CEC.
