Today, the meeting of the Conference of Speakers is being held in the Assembly, where it is being discussed about the DP's proposal for the establishment of an investigative commission for the project of the Port of Durrës.

The head of the Parliamentary Group of the Democratic Party, Gazment Bardhi, said during his speech that the majority is against business because it gives tenders without competition.

He added that the DP is the wing of the concerns of the citizens, while the SP works for the economy to be concentrated in 5 hands.

"We are not against business as you say. On the contrary, what you do is against the business. Give concessions, tenders and permits without competition. Give it by eating meatballs and meat in Tirana and Dubai. We are for the economy to be competition and competitiveness and not the taste of one person or fish in the hands of 5 people.

We do not compete with you in populism and organized crime theft. This is your field. We take care of the citizens and are by their concern and interest", said Bardhi, among other things.

On the other hand, the chairman of the Parliamentary Group of the Socialist Party, Niko Peleshi, stated that the request filed by the opposition MPs was formulated and interpreted differently from Bardhi.

He also said that the Parliament cannot set up an investigative commission to control itself, since the Constitutional Court has this competence, according to the Constitution.

Peleshi also added that it is a fact that the procedures of the "Durres Marina & Yachts" project have passed all steps of parliamentary control during approval in the Assembly.

In response to the request of 35 opposition deputies for the establishment of the Investigative Committee of the Assembly for the control of legality in the procedures of:

                • Approval of the project "Durres Marina & Yachts";

                • Sale of the port management concession to the company Schapha doo;

                • Construction of the new port in Porto Romano.

First, the request filed by the opposition MPs was formulated and interpreted differently by Mr. Bardhi. Basically, the request is for checking the legality of the procedures, while Mr. Bardhi interpreted it as related to the effects of the implementation of the contract, treating the request as wrong indirectly.

The Parliament cannot set up an investigative commission to control itself, since this competence, according to the Constitution, belongs to the Constitutional Court. It is known that the Constitutional Court will examine the legality of these procedures in January.

The establishment of the investigative commission in this case violates the controlling space of the Constitutional Court and exceeds the competences of the Assembly. This seems like a political move on the eve of the elections, to create an untrue and unstable situation.

Also, it is a fact that the procedures of this project have passed all steps of parliamentary control during the approval in the Assembly.

Finally, the election period limits the operation of investigative commissions, as the Parliament "freezes" during this time, making it impossible to set up and operate the commission under the proposed conditions. (A2 Televizion)
