The stamping of ballots for the diaspora, who will vote for the first time in the parliamentary elections on May 11, has begun. It is expected that the stamping will close by tomorrow for the ballots and their insertion into the A envelope, which is the same for everyone. In the coming days, their insertion into the B envelopes, which are personalized for each voter, will continue.

"We think we will close it within this week. By tomorrow we will close the stamping process. There are also the emotions of the staff, because they have to be careful in stamping the ballots. Within this week we will also start sending the postal envelopes for the amount that we will have ready. Piece by piece, according to the destination, Italy, Greece, Germany, USA, etc. The time that we will have available, if we start the distribution, according to what we have committed, within one day for Greece, Italy, they will have the envelope with the ballot inside their mail. May 1, 2 or 3 should be the last date for them to have the opportunity to come, find the envelope there and pick it up."

Asked how voters will be dealt with, Celibashi explained:

"He will go the first time and if he doesn't find it at the apartment, he will leave the time the postman thinks he will go the second time. And if he doesn't find it the second time, he will go the third time. If he doesn't find it the third time either, he will leave a note for the voter, that he can find the ballot at the post office and collect it by presenting an identification document."

If on May 3rd, we have not yet decided, but not beyond such a date, the time for the envelope to be returned to Albania will also have to be calculated, in the most extreme case it will take 3 to 4 days for the envelope to be returned.

Any envelope that has an entry stamp on it when it enters the territory of the Republic of Albania after 19:00 on May 11th will not be counted. Therefore, each envelope must arrive before 19:00 on May 11th.

The voter from abroad does not need to go to a post office. Once the voting process is complete, the ballot paper will be placed in envelope A, envelope A in envelope B and then in the postal envelope. All of this will be explained in the instruction sheet from the CEC. The voter does not need to leave the house and deposit the voter's envelope, it is enough to call the postman and hand it over to him.

"They have a protocol of their behavior that they have no reason to make the mail better or worse. The responsibility for them is the same as if they were delivering a bank check or another postal item. From what we know, it is a completely professional and responsible approach," Celibashi said.
