The former Inspector of the Kosovo Intelligence Agency, Burim Ramadani, has expressed his conviction that the document he has published for the association is authentic and is exactly the one that is in the hands of the Prime Minister of Kosovo, Albin Kurti. In the A2 CNN Debate studio, he said that this document has not been denied by either the government or the EU.
"I didn't have any dilemma whether I should publish it or not, but I believe that the document is authentic and it is a document that was submitted to the government of Kosovo and Prime Minister Kurti. Transparency is important and the truth should come out in public because it also helps the process. What I can say is that I made the confirmation at a clear stage with the appropriate steps of each document".
But unlike the draft of Kosovo, he said that the document of Serbia is excluded from the concept of the draft statute which is in the final stage.
"The management team that was led by the Serbs had a document that, as far as I know, has not been made public, which presented more than one republic, a kind of confederation within Kosovo, and it is not part of this document that is in the final stage of discussion . Serbia's document is excluded from the concept of the draft statute which is in the final stage".
According to Ramadani, the draft for the association is similar to the draft of Prime Minister Rama
"The draft proposed by Rama is quite similar with some details, maybe 1 tenth or two tenths different. I believe that Kosovo will have to benefit from something extremely big to implement this type of association".
He also listed the three most problematic points for Kosovo presented in this draft as the role outside the member municipalities, the exclusive powers for education and health and funds outside Serbia, even from China or Iran, as well as the powers given to the association for the return of the displaced.
"There are three elements that can be turned into instruments of political misuse:
1. The fact that the association will have a role outside the member municipalities in which the Serbian community lives, and in this respect it would also cooperate with other municipalities. This would constitute 90% of the municipalities and this means a reduction, not a total disappearance, of the feeling of Kosovo Serbs to integrate into the Kosovo society. This goes against the constitutional spirit which is for integration.
2. It has exclusive competences for education and health, social care and funds outside Serbia, even China or Iran.
3. The competences given to the association for the return of the displaced. Serbia claims to return 200 thousand displaced Serbs since the war and if the association has the powers to return the displaced. No one is against return, but it could return to the proportions of colonization." (A2 Televizion)
