Experts warn of an institutional blockade following this Tuesday's developments in the Kosovo Assembly.
Eugen Cakolli, from the Democratic Institute of Kosovo, told A2 CNN that Kurti and his 15 ministers should have formally resigned to avoid the crisis.
According to him, this was a game of theirs, as they do not have the numbers for the government.
"As expected, the opposition has opposed the voting on the report of the commission for the verification of mandates, since legally there was an incompatibility of the mandate of the incumbent prime minister and the 15 members of the executive, who have not formally resigned, which was their legal obligation. Consequently, we are now in a deadlock. The president is not offering legal consultation to the government. Now, these are unnecessary delays that I am convinced are due to the lack of the necessary numbers to form a government," Cakolli explained. (A2 Televizion)
